Ms. Cassels joined PFM in 2007. Her primary role is to promote the Managed Accounts Program developed by PFM Asset Management LLC as an efficient and cost effective means for the investment and custody of municipal and not-for-profit funds with a long-term horizon, such as pension, trust and endowment funds.

Prior to joining PFM, Ms. Cassels was the Manager of Finance of Chester County, Pennsylvania government for over 20 years. She was responsible for operating and long term investments, the county's operating and capital budgets, debt administration, cost recovery programs and grants administration.

During this period she was also an adjunct professor of Accounting & Budgeting in West Chester University's graduate program in administration.
Before that, Caroline served as Business Manager for the county system of libraries and as Business Manager for a vocational technical school. Throughout her career, she was active in the Government Finance Officers Association (GFOA) serving on two national committees- cash management and budget. She also served multiple terms as President of the GFOA of Pennsylvania (PA) and also its Southeastern PA chapter.

Caroline graduated from Middlebury College with a Bachelor of Arts degree in Economics and from Widener University with a Masters in Business Administration degree.
